A smiling President Harry S. Truman stands behind the podium outside the West Wing of the White House where he will speak to the second session of the Council of the Intergovernment Committee for European Migration on the occasion of electing Hugh Gibson (4th from left, top row) as Director of the Council. George L. Warren, Advisor on Refugees and Displaced Persons, Department of State, is on the left, bottom row. The others are unidentified.
